Bad service experience

I called to cancelled my contract and the consultant told me it has been closed and now my account is being debited. When I spoke to him he never informed me I would be charged and told me that it’s closed and that everything has been sorted out. Now I’m calling their accounts department for them to refund me and the lady tells me there’s nothing she can do and ends the call.
