bad service delivery

I live in a built up area with many town house complexes. We have no telkom line in our suburb. I have tried to get telkom to install lines for us and they have told me that copper lines cannot be installed because they keep getting ****** and fiber might only be looked at in maybe 5 years time if we lucky. A main road separates us from the adjacent suburb where my parents stay and they have been offered to switch to adsl over 2 years ago. For a company to state that they can connect the whole of South Africa, this is shocking. I also have a mobile contract with telkom and cannot make or receive calls due to the poor coverage. Surely there roll-out of service cannot take 5 years plus to implement, especially in an area which is well populated by people willing to make use of their services
