Bad Service and Call agents

I ordered a phone online, two weeks back and has not been delivered, I hope I don't get billed for a device i don't have. The call agents from telkom are not of any assistance, since they are eager to drop your call when they put you through to another department. Can you please cancel any service agreement since i have not received what i asked for and the is no professionalism in the service.
