Bad service

I was behind with my payment for December so Telkom advised me to pay the bill in cash and I did that then the next day they debited my account again so I was charged double, I tried calling their call center they said they will refund me my money back till now I haven't received my cash back, and when I ask for assistance all they did was to transfer me to one person to another telling me that they only dealing with government not me. ***
