Bad Bad Service Telkom unprofessional

I am very upset Telkom has handed me over to collections for something they couldn’t install They could not install ADSL at my home in November 2018 they refunded my R700 rand I paid upfront but I just realized it was never cancelled and they are demanding me to make a payment of R7700 for nothing there was cable theft in my area so I couldn’t install the ADSL so why is this problem taking 2 years too me sorted my cell number is *** Quinzy Van Der Berg
