Bad ADSL line

I have a 4mbps line with telkom which i pay R605 but i dont get value for my money. The line it is very slow and it never get to 4mbps, sometimes i get 2mbps or 1mbps..i want to cancel it to get another service provider but they will want me to pay cancelation fees
