Asdl now not working for two weeks

My account is up to date, yet I am unable to use my Internet via the wifi router I'm paying every month for. What am I paying for. Download speed .8 MB.... Upload . ......a server is down was what I'm told...well fix it...or I'm taking this further with legal action on the 1st of April 2016... And I refuse yo make any further payments until the service I'm promised is provided.... Asdl land line number ***
