Are Telkom contracts for real or do they get people to subscribe to empty promises?!

Been requesting Telkom send me the modem that is part of our contract, renewed in March. It is June. Everyone at call centre says wait 5-7 working days but it still hasn't arrived? Any suggestions as to how to take this further?
