App**** for landline May 2017 but still no landline!!!!

We app**** for a landline May 2017, 2 technicians came and said underground cables are required but telkom don't have stock. Another technician Dumisani came out 4 months later and said it's a big job he can't do it, he came out 3 more times and each time said he can't find a line. Two weeks ago 2 technicians came within 30 minutes they found a line and installed but unfortunately they installed they installed the downstairs tenants line at our place. Dumisani bcame out again and said the same thing he can't find a line, how did the 2 technicians find a line. Telkom keep sending the same *********** technician that doesn't know Jack. Can you really make clients wait a year just to install a line!???! Can this please be sorted!!!!
