Application declined due to account on arrears

I made a n application on the 07 Nov 2017 for a wifi data with router. My application was declined after a week of waiting. I forwarded my credit profile report and with letter from vodacom stating I have been cleared of the amount in arrears. Still their reason for declining is the vodacom amount. I do not understand how can someone fail to make sense of the information provided to them.
