Application approved then declined

Today i called the Telkom sales line and app**** for a wifi contract and the guy who assisted me told me that my application was approved and he took down all my details for delivery and debit order dates. He even went as far as welcoming me to Telkom but 3 hours later I was shocked to receive an sms that my application has been declined. This is so confusing please someone explain to me what is going on.
