Apparently waiting also uses data

As someone who is unemployed, imagine recharging to get data, buy the bundle and it never gets loaded. You call their contact center at 20:29 and they tell you your data was used up at 20:40? What is that? I have been having great service until today because after patiently waiting for the whole day to get network coverage to check emails and possible job posts, Telkom tells me that i used it up😊. I need to know how??????????
