Appalling service

Got a telkom contract in September and cancelled within the 7 days cooling off period, yet was still debited. I have been debited every month since then. I don't understand what's difficult about cancelling my subscription as requested and refunding me my money. They keep telling me to wait 21 days to get my refund, 21 days has come and gone but no refund
