and 3 weeks later they still coming

so my landline (adsl and telephone) doesn't work. after calling and checking up all i get is " its in the hands of the technicians". i even was told from the call centre that they coming on Saturday, stayed the entire day at home, and nobody has come, not only does their service suck but also they now start speaking lies.

how long does it take to actually repair a line ?

will i still have to pay for services not offered to me?
