An upgrade that's more like a downgrade

Since the August 2015 we've been struggling with our internet being down all of the time. The fault was reported and numerous calls were made, but no one contacted us to resolve the issue. We have consequently decided to change our internet provider to Mweb, and upgrading our ADSL 2meg line to a 4 mg line (keeping the ADSL line with Telkom).

It was a battle to get through to the cancellations department to cancel the internet. My call got cut before I could even speak to a consultant. I then called the sales department, and instantly got though. Clearly Telkom is more focused on sales and customer service??!!

Telkom confirmed that the upgrade had been processed but when I followed up on 13th and 14th September the consultant would ask me to call back the next day to follow-up, as it wasn't done yet. On the 15th we followed up again and was delighted when it was confirmed that the line had finally been upgraded to 4mg. After surfing the net we still experienced the slow internet speed as before. We called MWeb to find out what the problem could be, and they informed us that the line is currently running at a speed of 2.7mbps.

WHY AM I PAYING FOR AN UPGRADE IF I HAVE NO INTERNET
