Advertising 4Mbps and only getting 2Mbps

I have waited over a month and a half for telkom line to be installed. First they were saying that there was a problem at the exchange. A couple of weeks later it was said there was something wrong on the eastside. Then there was a long long wait until I got a response from the guys that they going to install my line. The first week I was not at home and then the second time they came out to install the line.

Since the line was installed I have never seen my line reach 4Mbps. The max my line could get to was 2Mpbs (even when the network is quiet at 3 am). The website shows that we can expect 4Mbps. I asked my neighbors what speeds they getting and they said they also just getting 2Mbps and they too are paying for 4Mbps line. I logged a fault and they guy that was on the call said that I can never get 4Mbps as there is a distance issue and that I need to log a dispute.

I been trying to get hold of the contact centre but their lines are always busy. I sent a email But no response.

How many more people are promised a particular speed but not getting it.

Can someone please PLEASE help with this issue.
