ADSL/VDSL 20Mbps is testing at 1.49Mbps

I contacted telkom who got it to 15Mbps. They said that it will increase automatically from there.Thereafter it just went down at a speed. The highest I got it at was 6Mbps. Now it stays below 3Mbps. I am not even sure if I have a VDSL line as agreed,
