adsl speed or no speed

<p>I upgraded to a 4mbps line a year ago and for the past 10 months the speed is between 1.2mbps and 1.8mbps, i have logged 4 faults at Telkom and they send me n sms telling me the problem were resolved but nothing ever changes with the speed , how can one pay for 4mbps and only run at halve or less the speed , i am so fedup with them as many many people are and have no words for this company </p>
