ADSL Slower than Dial-up

I am currently writing this report on my mobile hotspot, because my ADSL is too slow to load Hellopeter.<br> <br> My ADSL has been slower than dial-up for the last month already, and everytime I log a fault, Telkom gets back to me saying the problem is sorted, but it isn't. My internet is so slow I cannot even download a PDF document, as the connection times out half the time. Even my Whatsapp chats struggle to go through when my phone is connected to my router.<br> <br> The problem is not with my ISP (Openweb), as they temporarily upgraded me to an Uncapped Unshaped 40Mbps account to test with. I have also tested with 2 separate routers and three separate line filters. So it's not a hardware or ISP problem. <br> <br> I'm on a 4Mbps line, and I'm not even getting the \MINIMUM 256kbps"speed"
