ADSL Not operating at sufficient levels

I have a ADSL line installed at my house and recently decided to upgrade it to a 4MBS line as that is the best they can offer me here in my region. I am happy with this but since I got my ADSL installed the streaming was extremely slow and recently loaded a tool to measure. It was then noted that the data speed is most of the time around 1MBS and very rarely obove 2MBS. I then reported the problem and their technician did his best to help me. They then found that the ATM(do not know what that is) at the local Telkom is overloaded and is this the main reason why the line is so slow. Now they cannot give me a timeframe as to when this will be fixed as they will need to get funds approved to do this. Various of my friends also complaint about the slow data speed in Theunissen (Free State). This is unacceptable as we cannot operate on sufficient levels with support like this. I once again forwarded a email to Telkom but still no feedback as I want to inform them that this past couple of days my speed don't even want to exceed 0.5MBS. Where is the customer service in this? Other cellular netword did inform that they are getting a uncapped package in place when I will discuss taking it
