ADSL Line Rental Line Performance Issues: Telkom staff&techs inefficiency, lack of communication, avoiding task completion

Since I activated my telkom line in 2013, I've never experienced consistency of service for longer than a month. And it's gotten progressively worse over time. Since January 2016, coinciding with the implementation of what has been referred to as ASSIA DSL by a number of online commenters as well as Afrihost, my line has been negatively affected by throttling of speeds. This shouldn't happen, as my data provider is a different ISP to Telkom (who is merely my line rental agent). My ISPs package is a special premium package that allows me 24/7 unshaped uncapped unthrottled access to data and max throughput. I've had many periods of experience where this has been the case, my line is able to handle and provide full throughput. However, each week, or several times a month, I find myself having to engage Telkom's techs for days if not weeks on end once their DSLAMs begin throttling my line be it during business hours or after hours; every week since January. And even if they provide a satisfactory fix after many tiresome engagements with staff that seeks to avoid having to complete tasks, techs who arrive at one's gate unannounced to find no one immediately available to attend to them and thus leave so as to not need to work, escalation centre agents who don't return calls, or once they've called and don't get a hold of you, never call again, faults which get logged, and get closed/restored while the problem continues, and endlessly meaninglessly apologetic social media agents who never return with feedback when they've promised it'll be forthcoming.. after all this, once they DO provide a workable fix, DAYS later, the problem returns, and the cycle begins again.

The board and management of Telkom, for me, is at the heart of this malady of inefficiency and poverty of quality service. A lot of blame is dished out at general staff members, who indeed in general are poor in effort and focused assistance, but the seniority is the outright culprit. I spend the majority of my time seeking to sort out telkom internet related issues, when I should be working.
