ADSL line installation No Show

I have made countless calls regarding scheduling of ADSL line installation never less than 24min waiting for an agent. I have received 4 messages with time and date for installation. On these days I have also received 5 - 10 messages that technician is dispatched but ends as a no show.... Its difficult to keep someone at the residence to open for Technicians. This is unacceptable please assist in getting the line installed.
