ADSL Line and E-mail address Hijacked by Telkom The problem is ongoing and I cannot resolve the issue. Telkoms promises are void

I am being held hostage by Telkom to the great detriment of my ability to work from home. Previously Telkom provided a reasonable internet and e-mail service from them despite very poor service with line maintenance issues. for the last 6 weeks I have had virtually no utilizable internet service . I kept getting SMS messages to say the problem was resolved when it was not. Fimnaly the servise was restored on I October but only for a few hours. I was informed that between the 1st and 6th of October 2019 I had used 90% of my data despite not having had any internet connection. It seems in punishment for this I am throttled back to a line speed that is mostly not functional. In desperation I have tried to migrate my ADSL line to AFRIHOST and hoped to keep my existing E-mail address and account with Telkom. Telkom have place my ADSL line in a holding pool but have apparently an 'order on' it so Afrihost cannot pick it up. The Telkom Service Consultants cannot resolve the issue and repeatedly promise "a manager" will phone me back. Despite being repeatedly promised of this I never get this call and am thus in limbo. Regards my E-mail account I am told I must contact Open Serve and given a telephone number which when you phone dose not exist! thus My ADSL line and e-mail address is effectively hijacked. Is there some Ombudsman authority I can appeal to ? The Telkom Service Consultants are polite and Sympathetic but totally ineffective.
