ADSL Internet Ripoff

Had a 2mb/s adsl internet with Telkom for a while and would get around 200kb/s download speed (mostly below), then this month upgraded to the 4mb/s line and package expecting to get around 400kb/s download speed, but now I am not getting anything higher than 220kb/s.

So by paying for double the internet speed I am in return getting at most 20kb/s more instead of another 200kb/s. And all the call center said was that they could send out a technician, which was the day after a technician was there so there is supposedly nothing wrong with the line.

And in my area there is 10meg lines available..

Apparently the minimum download is 256kbps which I see as unacceptable for a 4mbps line, but even that speed is not reached

Reviewer Update
Received a sms from Telkom that the issue has been resolved, but there was nothing actually done to resolve the issue and the issue was never resolved. Rep**** to a email to say that the matter was not resolved and received no response and later was again throttled at the same time as usually do with 2mbps line. So got no extra speed, no help and no more usage before throttling.
