ADSL 10 Mbs Speed

<p>Can anyone advise the on this.. I am paying for a telkom 10mb adsl but never gotten 10mb. My average speed is between 1 and 3 mbs. . Is this just something I need to live with or should I be guaranteed 10mb.. I have logged calls with Telkom but they do something to make it better for a couple days and then it goes down again.. Any advise?</p>
