A month without ADSL

My father-in-law has been without ADSL for over a month. We reported it to the call centre, and have got nothing more out of them than a reference number. Each follow-up call we've made ends up with different instructions from them. First they told us to take the modem to the front office for checking - they confirmed it's fine. Then they reset the internet account password, but still it didn't work. Contractors came out on two occasions and fiddled, and couldn't get it working. I have done my own tests - I've taken his modem to my house, and it works fine with his credentials on my ADSL line. I've put my modem on his ADSL line, and it doesn't work. This tells me the problem is the line. The fact that there's fibre optic cables being installed outside his apartment block suggests to me that there's physical damage or interruption to the line, but we can't get anyone at Telkom to acknowledge, confirm or deny this, and they haven't been able to restore the service. Yet each time we call them, they insist there's nothing wrong with the line. How do we resolve this?
