93 vs 95 octane fuel!!!

Lets pretend Telkom is a petrol station. I want to put petrol in my car, and my car can use either 93 or 95 petrol, but it performs better with 95 octane.
If I choose 93 octane and ask for R100 worth of petrol, that exactly what I get, but if I choose 95 octane petrol and ask for R100 worth of petrol, I only get R65 of petrol. Doesn't add up right?!!!
I have a 4Mbps Telkom ADSL line, with UNCAPPED service at my house. If I run a speedtest on my line, I get maybe 2.2Mbps download speed. If I have a 4Mps line but with CAPPED service I am guaranteed to get over 3Mbps at least, pretty much getting what you pay for. So because I have an uncapped line, Telkom gives me approximately 60 to 65 percent of what I am paying for. This was proved to me today by a Telkom technician. I logged a fault on my line because as far as I was concerned my line was slow. By using a different login to Telkom ISP the technician got well over 3Mbps on my line. As soon as I use my Telkom ISP login, the speed is reduced/throttled/whatever! Really Telkom, you penalise me for paying extra for an uncapped line!!!! Get your ducks in a row and give your customers what they pay for. I am leaving you as soon as I can.
