4mbps ADSL unusable

I had my 2mbps line upgraded to 4mbps almost 3 weeks ago and since then my line has become useless. I regularly do speedtests to local servers and get about 0.6mbps download speed with 80ms+ latencies. I've also done a few ping tests to the second hop on a tracert to a local server and found there is a lot of packet loss 40%+ which is definitely a problem.

I logged a fault (***) with Telkom last week Tuesday (1 March) after calling the support center twice (with 20 minute waiting times) on 29 Feb and 1 Mar, after which they notified me on the 3rd of March that the line has been re-tested and found to be free of defects - absolute nonsense since I've retested it every day since then with no change and a lot of packet loss and slow speed. I notified Telkom that the line was indeed not fixed and the logged fault is still \Open\", but I have not heard anything since the 3rd of March.

I am very unhappy as my internet has been useless for weeks and I have even been invoiced for the upgraded line. I am using an unshaped capped Afrihost account and I know it is not an ISP problem."
