4mb line running at 0.49mb

firstly my land line is dead and has been for about a week, my 4mb line runs at 0.7mb on a good day if it doesnt disconnect when it feels like it. Reported the fault only feed back ive gotten is that the fault has been escalated, im starting to get really irritated as the only reason i have adsl is to play online and its a bit difficult when you cant even load google. Are all isp's this bad?
