4G LTE upload restricted to 3% of channel

ADSL channels are split two thirds for download, and 33% for upload. Our 4G LTE upload channel is restricted at 3% only. Our connection and router forced into 3G, uploads at 2.5 to 3.2 Mbps, whilst the 4G uploads at half that speed, 1.6 to 1.7 Mbps only. Am I correct in thinking that the technician that configured the LTE equipment cannot do basic arithmetic, and made an X10 fold mistake? Try to explain to Telkom that their upload speed is double on the slower older 3G. Try to run a 4G connection at 69Mbps download, and 1.5Mbps upload, vs 3G at +-8Mbps download and 3.2Mbps upload ! Telkom as usual are only able to work through our router settings from A-Z, and insist in sending out a technician, (never happens anyway), whilst the problem is obviously in the exchange with the configuration of the equipment ! Go figure!
