3 Weeks for credit vetting???

I called on the 5th of April for my upgrade and till today it has been sitting with credit vetting with no update. I have since called on the 10th, 16th, 19th,23rd & today making it 5 times and not a single person can tell me why credit vetting is taking so long? Previously I was informed it would take 24-72 hours but from the 5th of April how are those hours calculated?
