2 Years paying for 4Mb line & still receiving 1Mb

It has been 2 years paying for a 4 Mb line and a whole years struggling to get 4Mb . Currently receiving only 1Mb and logged numerous calls . The problem still consists and nothing still happened . They say technicians was at my house and every time I ask my grandmother that is at home all day , she says no one was here .
