10mbps false advertising

If an add says 10mbps uncapped, does this mean you get a 10mbps download speed? Well I get a maximum of4-6mbps. Phoned telkom support. The first solution according to them would be to try an "ping" they instructed me to type 10.0.0.2 into my web brower, the web browser shows me a message that states the connection could not be established. So thwy told me there fault on the line.So being me I googled 10.0.0.2, take a guess. This is an IP address to log onto a router. Not my make not my model. They didnt ask me the make and model name. So how did this help??? So I phoned again. According to the technician the line is fine. This Know because the internet is working but it slow. So he went to the exchange to change stuff. Came back we tested the speed and we got 6.5mbps. According to me this should be a 10mbps. I can understand if its 8 or 9. According to telkom standards the 6.5 is acceptable. This to me is not. Im paying for 10 but only get half and this is fine? Ive been struggling the last week trying to sort this. I think we past the point of being reasonable.
