10mb line running at 0.3mb

We're running an office of 10 people, completely reliant on a fast internet for international communications. We have a 10mb line and have been getting less than 0.5 download for two weeks. On top of this we have a deadline to complete in less than three weeks! <br> <br> This is completely unacceptable for any business anywhere.
