Almost 3 months after payment with no wifi connection/installation

My mom ordered and paid for wifi connection on the 25th May and till this day ( almost 3 months later) installation hasn't happened. We have called over 10 times since then, every time I'm told a case will be opened via the project manager and installation will be arranged and we will be contacted. We have spent a lot of money on airtime trying to resolve the matter and still nothing. This is the most pathetic service we've ever received with lack of regard and care. Can we have this matter resolved please or refund the money immediately so we can consider alternatives.
