SAD Village and Vodacom cartls in the fibre industry

I have recently started liaising with SAD Village over unfair practices in the fibre market. They have laid fibre in Brackendowns but have left and area for Vodacom's own fibre. As they charge R604 ran a month for the same Vodacom package that Vodacom charge R900 on their own network, I asked if the will be laying fibre alongside the Vodacom network. Their first reply was that it is not feasible to compete against another Network. They have said they will look into the matter but I have little hope as they seem to have formed cartels amongst themselves for specific areas. I am waiting for their explanation that it would be unfeasible to compete when in fact if they do lay their network they would be offering Vodacom 50% cheaper and also the option of any other service provider of your choice. Simple logic is if you offer an homeowner Vodacom fibre = packages for either R604 a month or R900 a month it is not rocket science to figure which option would be chosen. Noe please explain how competing is not feasible unless Cartels have been formed.
