RAPID NET BROADBAND EXCUSES

I am on a 10mbps line with Rapid net. I pay R399 a month. I initially had a problem with speeds dropping to as low as 0.45 mbps constantly. After a few calls it was resolved. The last few weeks I have started experiencing the same problem. All they can say is we have lost connectivity in the area and that they will give feedback as soon they hear from their upstream provider, which never happens. This has been happening constantly. Upon investigation it was found that ever since I signed up with them my speeds have dropped below 5mbps constantly. It was only addressed once I started actively monitoring. My question is, why am I paying for a 10mbps line when I am receiving speeds so low. If I wanted that I would have signed up for a slower line. Further to this, it puts pressure on my alternative means of internet connection, which is my cellphone contracts and data which I am now paying extra for as a result of the slow speeds and loss of connectivity. I request that rapid net charge me pro rata for the days of connectivity lost as well as reimbur*****t for the number of days that the sppeds dropped so low. This is ridiculous service all I get is excuses from their support people.
