Winter promotion not app****, probably frozen.

Winter promotion was sold to me but not app****, R1000 isn't cheap for internet that performs half as well as advertised so I'm considering downgrading back to the standard package, which is even worse, unless I can get a single response as to why the promotion was not app****, and telling me about the winter months is not an explanation because I know at least 2 people that have the promotion active.
