Why no SMS on my Rain line?

I need to receive OTPs on my Rain line. No SMS comes from certain networks. I have tested this on three different Rain SIMS. For 2 weeks I have been asking for assistance and they contact me but cannot tell me why I have this problem. Some searching shows there are people who think there is a problem with the way Rain connects to other networks, but Rain does not tell me if that is so.
