"We're here to help". But on our terms.
Rain is always "here to help", but only telephonically. I had a problem with a standard feature of Rain's app. I needed to buy call minutes for my partner at a critical medical time. It simply didn't work. Two transactions sent the minutes to my Rain account, not hers. This happened 29 December and I still don't have an explanation. Rain allocated a ref # then, but insists on calling, not replying to emails. That's not how I do business. Two reasons. A call often comes at an inconvenient time. But much more important, I then don't have a record of what was discussed. I don't know where the call centre is located. But callers have obviously not read my mails, despite claims that they have. One tried to teach me, a former IT professional, how to access and use the app! My emails, all with the ref #, have continually requested written responses only. I am now being ignored.

Again read the email thread. After describing the problem, as you have restated, I clearly say that I want to know why it happened, so that I'll know whether it will work should I need to use the procedure in the future. It is that simple. Why is it so hard to read and understand?

The R40 minutes went to my primary SIM. But I entered my partner's # when trying to transfer!

But this has become interesting. Not in a good sense. I'll leave aside for now how restrictive is the payment as you describe it, and that there was zero warning of any restriction when I used it. And also no warning that an "incorrect" number would default to the number that was buying. (Which of course would usually have just bought for itself, in the usual way. Yes, I know this is already sounding ridiculous.)
Because as you probably know full well, the whole "buy for someone else" has now magically disappeared!
Does whoever decided this action really think it will make the problem go away? Do they think that I am an idiot and will go away? On the contrary, I've just started.
I strongly suggest that whoever did this finds as senior a Rain Manager as possible. Someone who will appreciate how serious this has become. (And please note that this conversation is still "public".)
I now expect an acknowledgement of the bizarre action taken, a huge apology for wasting my time, and a description of what corrective action will be taken. Now. Failing which I shall document the whole sorry saga (which includes an early reference to the feature, which was not refuted) and send it to a very well known media consumer columnist. It will I think make a interesting article.
To use an expression from project management, "ball in court Rain".
