Waiting for more than a month for a replacement SIM card

I upgraded my contract with Rain to include the 2 sim cards, both were delivered but one was damaged, I have called in more than 6 times to have the damages SIM replaced, a month later I have still not received any correspondence from them for delivery. Whenever I call they cant pick up the SIM swop that was done twice already and promise to escalate but nothing.
