Useless internet service provider, don't waste your time

I upgraded to the 100mb+ line, rain has been throttling me at 60mb/s for the past week, all I have been told is this has been escalated, and no one is bothering to get back to me, ontop of all of this Rain has confirmed they will gladly charge me for the 100mb/s+ line even thought that is not the service the are providing, I will offer them the same urgency when they need payment for my account, I am switching to better providers
