Unsatisfied with RAIN Internet Service Provider

Very poor service from rain . I sent an email request to cancel my contract as I do not have network coverage even though on the website it state I have network coverage. After I got email confirmation from Rain that my contract has been cancelled and that I would get refunded for July. RAIN has continued to debited me for the month of August.
