Unrealistic Billing

I order a sim card from rain and arranged for someone to pick it up because during the time I was at home and at my place there is no rain coverage. A few days later I got I call from them insisting that they need to deliver the sim card to me even though I don't have any coverage at home then the delivery was made but still at the end of the month they're insisting to on billing even though there was no service randerd
