Uncapped Sim Card Not Working

I ordered a uncapped sim card 4 months ago and it has never worked even though my account is being debited each month. Spoke to countless consultants even asked for a refund, still nothing. We have tried the settings with all consultants my sim is still not working, I need a refund from Rain alternatively a new sim card credited for the 3 months I have been paying with no service.
