Unauthorized debit

Rain has deducted my money, that time they could not help me with my connection where I stay after I tried calling a couple of times to report network. I ended up deciding not to use their sim card and took it out from my phone. It has been inactive for 2 months, but they still deducted my money from my account. I called them again to find out and request refund, but they refused. Is this fair? That time they themselves couldn't help me with connecting to the network. They even see on their system that the sim card has been inactive for 2 months, but they still deduct my money for 2 months.
