Unathorised CArd PAyments

I contacted Rain on the internet i was then called back and explained that its pay and receive a service kind of partnership, to my surprise now if you don't pay, they will open and close their WIFI service with constant reminders that you need to pay your account. the only mistake is that we pay online using Card payment. details on my account at their disposal because you have paid them before. I had a debit that I owed them, i know that if I don't make a payment i shouldn't be provided the service, now they Deducted R860 x2 in my account in an interval of 3 days. who gave them the authority to do that, the **** people, I had 2 of my Neighbours who claim that they owe Rain, why do they lie to their customer or operate on a lie. CAN I PLEASE GET A REFUND!!!:(
