unaccaptable service

i upgraded from 4G to5G 3 weeks ago and to this day i have not had internet connection. i have called rain and and nothing is being done! i call to follow up everyday and only get empty promises. what is the next step to follow if Hellopeter cant help and the call/contact centre?????????? what are the contact details for the ombudsman or consumer complaints???????????
