Throttling service - bad, bad, bad...

Why are you throttling your (4G) service?. One moment the speed and quality are acceptable and the next it is very poor. From almost 10 - below 1 Mbps. Is this to force clients to switch to 5G because your 4G capacity is beyond limits? Is this your service to a year-long customer?
