Throttled Internet Speed with VPN on

So it seems like Rain is throttling my internet when VPN is on, ive tested this. VPN on = less than 1 mbps VPN off = +- 5 mbps I have VPN on all my devices because of security reasons, because my PC has been hacked before and my files got encrypted by the hacker.

Rain can you explain yourself? And please dont give me the stupid "call centre" excuse blaming fault on something else. i know you guys are doing this intentionally, and throttling the internet. Ive used you guys since you started, and your services has detiorated, might as well call yourself ANC Internet service provider.
